it's an insert
Nope.
If you mean the Hunchback insert, it is a great piece - and surprisingly the most "common" paper on the title. Todd had a discovery of (I think) six inserts about a decade or so ago and I think that is where all but one or two of the ones known came from.
As for who is Wes Shank, he was known as the curator of the Blob and has been a movie memorabilia collector since the early 60s (he purchased the Blob silicone from the director of the film in 1965), attended the MGM auction in 1970 and was a really nice guy and huge movie fan. Probably most importantly for movies, he was the guy who discovered the 16mm print of King Kong in the late 60s that contained the "lost" censored scenes and were restored for the Janus Films release in the early 70s (and most other releases for about another 20 years until more copies surfaced).
