I think I may have solved the mystery of these blurry-eirin Cagliostro B1s. Quite a few of my trusted seller's in Japan have them and they all got them recently. That got me thinking they have a good chance at being legit -- yet they are always rolled and in very good condition.
Well, I recently came across a chirashi for a "digitally remastered" Cagliostro release on May 9th 2014.
There was a blu-ray released in Japan for this title back in 2008, but apparently the quality wasn't very good. From what I can understand, it was remastered and re-released on blu-ray in May of 2014 and there was also a small theatrical re-release that coincided with the event. Given that these blurry-eirin B1s didn't start showing up until around the same time I'm guessing these must be from that release.
