Texture of Pearl Harbor DS 1 Sheets

Anyone else notice a different texture for the DS Pearl Harbor 1 Sheets?  Just my observation and wondered if anyone else had noticed this....

The first Pirates final had the same printing technique. Those are the only ones I can recall offhand.
