International US OS Compared to Domestic US OS

I recently acquired the US international OS for Altered States (1980). This version/imagery is very different from the US OS, which I always thought looked to be a bit "subdued." When the imagery is this different, does anyone know how and why is it decided/chosen?

The (reversed) US int'l image was also used on the Argentine posters, as well.

Are there other examples where some feel that the US int'l version is better (or worse) than the US OS?
