I have been wanting this poster for a while and finally scored one. It's a USA WWII poster promoting Inter-American cooperation.

I like the theme of cross-border friendship, especially in this day and age.

Is the artist someone named Leon Halguera? I cant quite make it out.

Almost! The artist is Leon Helguera (replace your "a" with an "e").

He created at least a couple other propaganda posters featuring Uncle Sam. These ones appear to be more common than the one I recently bought:
