Not a dumb question at all.

Several causes could lead to this...but right off the top of my head I would venture a guess along the lines of the thinness of the paper and/or how it is sitting in the frame perhaps a bit too loose, or it could be something like some sort of water damage, etc...

Hard to tell without actually seeing it in person, but those are my best guesses.

the rippling, just doesnt look right for a vintage poster, lookds like the paper is thin, not card stock, that and the glossyness.
